This is a question I get asked from time to time. You can change a BID area but don't do it once your business plan is ready and to try after a ballot will require a re-ballot.

However whilst your area is still a study area you can change it as mush as you want. although I'd advise caution with this, only change an area for good reasons, which may include a separation of use from retail and evening economy. Or to include or exclude organisations that will be difficult to engage with, create additional levy investment or other reasons that have a sound business rationale that the other voters could clearly understand.
